V skladu s Strategijo za rast in delovna mesta Evropa 2020 bi morali kultura in sektor kreativnih industrij vse bolj prispevati k zaposlovanju in rasti po vsej Evropi. Evropa mora identificirati in vlagati v nove vire pametnih, trajnostnih in vključujočih gonilnikov rasti, da bi ustvarili prave pogoje za ustvarjalnost in inovacije ter novo podjetniško kulturo..Ti sektorji, pogosto grozdi, trpijo zaradi pomanjkanja povezav med svojimi kulturnimi in ustvarjalnimi komponentami ter ostajajo podcenjeni in nepriznani, zlasti glede njihove zmožnosti dostopa do začetnega kapitala in financiranja.

Z namenom izboljšanja stanja in povečanja transnacionalnih aktivnosti inovativnih grozdov in mrež sektorjev kulture  in kreativnih industrij je 10 partnerjev iz območja Mediterana v okviru programa Interreg Mediteran uspešno prijavilo projekt SMATH (»Smart atmospheres of social and financial innovation for innovative clustering of creative industries in MED area«). Njegov cilj je izboljšati kakovost in količine povezav med javno usmerjeno domeno kulture in poslovno usmerjeno domeno ustvarjalnosti z inovativnimi oblikami grozdenja “pametnih atmosfer”. SMATH namerava ustvariti in okrepiti “pametne atmosfere”, ki lahko podpirajo zagon in razvoj malih in srednje velikih podjetij v teh sektorjih, ter olajšajo dostop do “kulturnih tovarn” in storitev za povečanje vrednosti ter razvoj inovativnega grozdenja in vzpostavitvi sodelovanja pri javno-zasebnih partnerstvih med vlagatelji in javnimi akterji.

In line with the Europe 2020 strategy for growth and jobs, culture and creative sector should increasingly contribute to employment and growth across Europe. The full potential of CCS can make a major contribution to growth and jobs and accelerate the shift towards a knowledge based innovation society. These sectors, often clusters, suffer the lack of conjunctions between their CC components, making the cultural core still unable to fully express its potential in terms of fertilization of creative industries. In these conditions mentioned sectors remain undervalued and unrecognised, especially in terms of their ability to access start-up capital and financing.

In order to improve the situation and increase the level of  transnational activities of innovative clusters and networks in culture and creative industries, 10 partners from the Mediterranean region have joined their efforts within the SMATH project (“Smart atmospheres of social and financial innovation for innovative clustering of creative industries and MED area” «).  SMATH’s main goal is to improve the quality and quantity of connections between the publicly oriented domain of culture and the business oriented domain of creativity via innovative forms of clustering “Smart Atmospheres”. SMATH intends to generate and strengthen “Smart Atmospheres” able to support the start-up and the development of SMEs in the CC sector facilitating the access to “culture factories” and value enhancing services and the development of innovative clustering on CCIs level and the setting-up of joint cooperation at PPPs among investors and public actors.
